Conservative Straw Poll--Giuliani Out; Romney, Huckabee, Paul Top

It also states in the article that "Romney's campaign actively petitioned supporters to vote online whether or not they had attended the conference." So that would be Romney "slamming the polls", not Ron Paul, wouldn't it?

Note Ron Paul dashed both Giuliani and Fred Thompson. Note as well that
"permanent tax reductions" and taxes are two of the leading values issues, as well as abortion opposition and defending marriage (something Presidents actually have little influence legally upon, more so the states).

This shows that Ron Paul is a serious contender. It also shows with Huckabee that republican voters are dissatisfied with Giuliani. Too bad people are blind to Huckabee's lack of constitutional integrity, or lack of a lower tax plan (Paul would eliminate the Income Tax entirely!), and fail to see that unjust war (the neocon's Iraq, Iran, Syria plan) is also murder, more so than abortion! This shows the ignorance and biblical illiteracy of "values voters'" judgment.

Romney Wins Conservative Straw Poll

ABC News' Karen Travers reports: Mitt Romney won the Family Research Council Values Voters' Summit straw poll in Washington Saturday, barely beating out Mike Huckabee with just 30 more votes.

Romney garnered 1595 votes to Huckabee's 1565 in the poll of conservative activists. Ron Paul was third with 865 and Fred Thompson was fourth with 564 votes. Rudy Giuliani, who addressed the crowd Saturday, finished eighth.

More than 2,000 conservative activists attended the summit and heard from the Republican presidential field over the last two days.

Putin Counters Bush Administration's War-mongering against Iran

The FAKE assassination threats did not work, and the meeting was not prevented, as the conspirators had hoped in desperation. Putin, who is even an "ally in the war on terrorism" (Bush said with Putin in Crawford, TX, while Putin was in bluejeans) knows the neocons are doing this for Israel and the neocon blueprint to intrude further into the Caspian region. He again adamantly denies Iran poses a genuine "nuclear threat" to Israel (which has nukes already). Putin is well aware of the neocons PAX AMERICANA blueprint for a "new middle east" and "global hegemony", and refuses to bow the lies being put out to justify aggression in the Caspian region, where Russia also has interests. He demonstrates his firm stand by circling the wagons, the countries of that region, to prevent the U.S. from using Caspian region countries as military bases in the event the U.S. or Israel should attack.

Now watch for propaganda against Russia to attempt to undo this very damaging message that refutes their lies and deceit, which the FAKE ASSASSINATION THREATS failed to prevent. Of course the propaganda has already begun via the headline here (typical Zionist media spin) which is rather deceitful, as if Putin is threatening the U.S. militarily, instead of merely working to PREVENT U.S. aggression into the region further.

Putin favours Iran with military warning to US

President Vladimir Putin handed the Iranian regime a welcome publicity boost yesterday when he delivered a stern warning against US military action during a historic summit in Teheran.

Mr Putin seemed eager to offer his counterpart unconditional support, repeating claims that there was no evidence to suggest Iran wanted to build a nuclear bomb.

Mr Putin also secured the vital backing of Azerbaijan in a five-nation pact by the Caspian states to prevent the US from using the region as a staging ground for military action against Iran.

Mr Ahmadinejad greeted his guest who had flown to Iran despite dubious Russian claims of a plot to assassinate him.

This is why we have articles of Impeachment, and the oath of office is to "defend the Constitution" (not the President), which limits Executive power, from all enemies, "foreign and DOMESTIC", even within the government itself.

For three decades Vice President Dick Cheney conducted a secretive, behind-closed-doors campaign to give the president virtually unlimited wartime power. Finally, in the aftermath of 9/11, the Justice Department and the White House made a number of controversial legal decisions. Orchestrated by Cheney and his lawyer David Addington, the department interpreted executive power in an expansive and extraordinary way, granting President George W. Bush the power to detain, interrogate, torture, wiretap and spy -- without congressional approval or judicial review.

Now, as the White House appears ready to ignore subpoenas in the investigations over wiretapping and U.S. attorney firings, FRONTLINE examines the battle over the power of the presidency and Cheney's way of looking at the Constitution.

"The vice president believes that Congress has very few powers to actually constrain the president and the executive branch," former Justice Department attorney Marty Lederman tells FRONTLINE. In his most extensive television interview since leaving the Justice Department, former Assistant Attorney General Jack L. Goldsmith describes his initial days at the OLC in the fall of 2003 as he learned about the government's most secret and controversial covert operations. Goldsmith was shocked by the administration's secret assertion of unlimited power.

"There were extravagant and unnecessary claims of presidential power that were wildly overbroad to the tasks at hand," Goldsmith says. "I had a whole flurry of emotions. My first one was disbelief that programs of this importance could be supported by legal opinions that were this flawed. My second was the realization that I would have a very, very hard time standing by these opinions if pressed. My third was the sinking feeling, what was I going to do if I was pressed about reaffirming these opinions?"

As Goldsmith began to question his colleagues' claims that the administration could ignore domestic laws and international treaties, he began to clash with Cheney's office. According to Goldsmith, Addington warned him, "If you rule that way, the blood of the 100,000 people who die in the next attack will be on your hands."

Goldsmith's battles with Cheney culminated in a now-famous hospital-room confrontation at Attorney General John Ashcroft's bedside. Goldsmith watched as White House Counsel Alberto Gonzales and Chief of Staff Andy Card pleaded with Ashcroft to overrule the department's finding that a domestic surveillance program was illegal. Ashcroft rebuffed the White House, and as many as 30 department lawyers threatened to resign. The president relented.

But Goldsmith's victory was temporary, and Cheney's Law continues the story after the hospital-room standoff. At the Justice Department, White House Counsel Gonzales was named attorney general and tasked with reasserting White House control. On Capitol Hill, Cheney lobbied Congress for broad authorizations for the eavesdropping program and for approval of the administration's system for trying suspected terrorists by military tribunals.

As the White House and Congress continue to face off over executive privilege, the terrorist surveillance program, and the firing of U.S. attorneys, FRONTLINE tells the story of what's formed the views of the man behind what some view as the most ambitious project to reshape the power of the president in American history.

U.S. Military think Bush and Cheney Out of Control; "Would Revolt" over Iran

Along with the previous article below regarding Defense Secretary Gates opposing Cheney's war-mongering on Iran, you will not read this either in American press or hear it over the airwaves. The Zionist dominated news wires and networks do not want you to know there is a growing crisis of tension between the Military and civilian leadership in the U.S. government regarding the war and also Iran. See the "liberal" media is on board for Democratic Jihad against Iran, precisely because it is liberal, and they are part of the gang pushing for global democracy through revolutions and imperialistic "regime changes".

The fact that you are not reading this information about conflict between the military and Bush and Cheney over expansion of the middle east wars demonstrates that the corporate media is doing exactly the same thing again, that it is not objective, or free press, but deliberately editing and censoring to support the agenda! The media is not telling you the truth, and apparently they do not want you to know that there is any disunity worth reporting.

Note in the Spiegel article below in particular the comments by Admiral Fallon, head of CENTCOM, (who took to task and derided his inferior Gen. Petraus, as a spineless sycophant, to put it mildly in his military assessments) who vows their will be no war with Iran as long as he is head of CENTCOM! Get the picture that the military is revolting? Is it not amazing that the U.S. media are not covering this, and only foreign press?

Note also when this historian speaks of Israel on the war issues, he is referring not to the Prime Ministers (past, present, and to be) Sharon, Ehud Olmert, or Netanyahu, but the average Israeli, and their broader Knesset parliament, which is not as hawkish as the extreme war wing, particularly of the radical Likudnik terrorist party (and perhaps why the U.S. is taking the lead). Iran is not threatening Israel militarily, only philosophically as to their right to exist while trampling and oppressing the Palestinians. There is no evidence (per the IACA) that Iran is seeking to make a nuclear weapon, to which also Putin is witness, and taking even now a public stand. Even if they were, as the interview points out, Israel already has nukes, and mutual armament is a deterrant to war on both sides, as it was between the U.S. and the Soviets, and Israel clearly has the upper hand. Iran has no plans to militarily destroy Israel, but only challenges its legal and moral right to exist. It is PROPAGANDA ONLY that asserts Iran wants to militarily "wipe Israel off the map" (an inaccurate translation to imply military attack).

The consequences of war with Iran (for they would retaliate through oil containment) would be economically devastating to America, Israel, and the entire West.

'Many in the US Military Think Bush and Cheney Are Out of Control'

In an interview with SPIEGEL ONLINE, the Amsterdam-based military historian Gabriel Kolko talks about the prospect of war with Iran and argues that many in the US military now view the White House as being 'out of control.'



SPIEGEL ONLINE: Mr. Kolko, editorials in US papers like the Wall Street Journal, the Weekly Standard and the National Review are pushing for military action against Iran. How does the leadership in the US military view such a conflict?

Gabriel Kolko: The American military is stretched to the limit. They are losing both wars in Iraq and Afghanistan. Everything is being sacrificed for these wars: money, equipment in Asia, American military power globally, etc. Where and how can they fight yet another? The Pentagon is short of money for procurement, and that is what so many people in the military bureaucracy live for. The situation will be far worse in the event of a war with Iran.

Many in the American military have learned the fundamental dilemma of modern warfare: More money and better weapons don't mean that you win. IEDs, which cost so little to make, are defeating a military which spends billions of dollars per month. ...

SPIEGEL ONLINE: Are people in the Pentagon getting nervous about how influential voices in the White House continue to push for conflict with Iran?

Kolko: Many in the US military think Bush and Cheney are out of control. They are rebelling against Bush and Cheney. Washington Post reporter Dana Priest recently said in an interview that she believed the US military would revolt and refuse to fly missions against Iran if the White House issued such orders.....


CENTCOM [US Central Command, the military grouping whose responsibilities include the Middle East] commander Admiral William Fallon reportedly thwarted Cheney's wish to sent a third additional aircraft carrier to the Persian Gulf. One paper wrote that he "vowed privately there would be no war against Iran as long as he was chief of CENTCOM."...

Kolko: Israel may be a factor. They must cross Syrian and Jordanian airspace, and the Iranians will be prepared if they are not shot down over Syria. Their countermeasures may be effective, but perhaps not ... War with Iran will lead to a rain of rockets and Israel would be left with an inability to deal with local priorities. Iran is likely to get nuclear bombs sooner or later. So will other nations. Israel has hundreds already. Israeli strategists believe deterrence will then exist. Why risk war?

Israel dislikes Iran and the prospect of Iranian nuclear weapons, but they believe they can handle it with a deterrent relationship. Israel needs its army, which is not large enough for potential nearby problems -- for Palestinians and its Arab neighbors, who it rightfully fears and hates. That means Israel can be belligerent, but it is not capable of playing the US role, except of course with nuclear weapons.

So I regard the Israelis as opponents of a war with Iran which would involve them. They certainly noticed how during the war with Lebanon the Palestinians in Gaza used the opportunity to increase pressure on Israel from the south. Israelis opposed the Iraq war because it would lead to Iranian domination of the region, which it has.

Hence, the report that Cheney is trying to use Israel, if it is true, shows that he's confused and quite mad -- but also unusually isolated.

SPIEGEL ONLINE: But what about the Democratic Party? Isn't it in the interest of the Democratic Party to do everything they can to end the war?

Kolko: All three leading Democratic Party presidential hopefuls -- Clinton, Obama and Edwards -- refused at a debate recently in New Hampshire to promise to pull the US military out of Iraq by the beginning of 2013. The American public is a small factor, as elections have repeatedly shown, but may play some role also. As the last election proved, anyone who thinks Democrats will stop wars is fooling him- or herself. But war with Iran would require new authorizations. Then the Congress would, potentially, be very important.

Neoconservative U.S. and Israeli Elements Behind Putin Threats

The alleged assassination threat against Putin is a clever one, of course charged at Islamic extremists. But what would be the motive for them, since Putin has defended Iran's right to nuclear power? The only parties with motive to assassinate or threaten Putin would be American-Israeli and neoconservative interests who are angry with Putin over his defense of Iran (including in the UN Security Council resolutions), not "Islamic jihadists". Motive, means, and opportunity for either feigned or real threats, or assassination, of Putin are with covert operations of the neoconservative and Israeli fifth column. Iranians have no plausible motive in doing such. The evidence per the article below supports this analysis.

Here is the threat matrix on Putin:

1. Threaten assassination and lay blame on Iranian militants or Islamic "terrorists". This has the benefit of providing cover for the true perpetrators and sets the stage for a false-flag assassination, shifting the advantage to the neoconservative war agenda.

a. Scenario A -- Putin is assassinated by Israeli MOSSAD or U.S. CIA covert ops, already both infiltrating Iran to foment revolution and violence to overthrow the government. Russia no longer defends Iran since Putin is killed during visit. This eliminates the major defense of Iran from any UN Security Council nation, thus paving the way for the Cheney and neoconservative led war on Iran.

b. Scenario B--Putin discouraged from attendance. This is not working, per article below.

c. Scenario C--Putin's Visit to Iran ends due to bomb or explosion, or other event. This cripples their relations, leading Putin to not trust Iran, or disintegrates and frustrates the purpose of the trip. Advantage to American-Israeli agenda would be that no photo ops showing Putin with Amadinejad together which would be a clear show of alliance in western media, especially since Putin has been with Bush at his ranch.
The neocons cannot bear seeing Putin meet with Ahmadinejad since Putin is an "ally" on the "war on terrorism".

Putin delays Iran visit amid plot report

TEHRAN, Iran - Russian President Vladimir Putin pledged Monday to negotiate with Iran on behalf of the international community in their nuclear standoff, although he didn't come to Tehran as scheduled amid warnings of a possible assassination plot.

Putin's planned trip, the first here by a Kremlin leader since World War II, raised hopes that personal diplomacy could find a solution to the impasse over the Iranian nuclear program, but he delayed his arrival, which had been set for Monday evening.

The Russian leader insisted to reporters in Germany that he was going ahead with the trip, but the Kremlin declined to discuss details. The official Iranian news agency said late Monday that Putin had only put off his trip by several hours and would be in Tehran early Tuesday in time for a Caspian region summit.

"Putin will arrive in Tehran at the head of a delegation tomorrow morning," the Islamic Republic News Agency said, quoting Iran's presidential press service.

Iran gave no further details, and Kremlin officials wouldn't comment on reasons for the delay or say exactly when Putin would arrive. Officials in Germany, where Putin wrapped up a two-day visit, said they could not say where the Russian leader was.

Putin's trip was first thrown into doubt when the Kremlin said Sunday that he had been informed by Russian special services that suicide attackers might try to kill him in Tehran, but he shrugged off the warning Monday.

"Of course I am going to Iran," he said after talks with German Chancellor Angela Merkel. "If I always listened to all the various threats and the recommendations of the special services I would never leave home."

The remark played into the carefully crafted image of a fearless leader that Putin has cultivated, and also appeared aimed at emphasizing that he is in control — not under undue influence from security officials — as he maneuvers to maintain influence after his presidential term ends next year.

Iranian Foreign Ministry spokesman Mohammad Ali Hosseini dismissed reports about the purported assassination plot as disinformation spread by adversaries hoping to spoil good relations between Russia and Iran.

Putin has warned the U.S. and other nations against trying to coerce Iran into reining in its nuclear program and insists peaceful dialogue is the only way to deal with Tehran's defiance of a U.N. Security Council demand that it suspend uranium enrichment.

"Threatening someone, in this case the Iranian leadership and Iranian people, will lead nowhere," Putin said in Germany. "They are not afraid, believe me."

Iran's rejection of the council's demand and its previous clandestine atomic work has fed suspicions in the U.S. and other countries that Tehran is working to enrich uranium to a purity usable in nuclear weapons. Iran insists it is only wants lesser-enriched uranium to fuel nuclear reactors that would generate electricity.

Putin's visit to Tehran, the first such trip by a Kremlin leader since Josef Stalin attended a 1943 wartime summit with Winston Churchill and Franklin D. Roosevelt, is being closely watched for any possible shifts in Russia's carefully hedged stance in the nuclear standoff.

The Russian president underlined his disagreements with Washington last week, saying he saw no "objective data" to prove Western claims that Iran is trying to construct nuclear weapons.

Russia, which is building Iran's first nuclear power plant, has resisted the push by the U.S. and its allies for stronger U.N. sanctions against Tehran and strongly warned Washington against using force.

"Putin's trip to Tehran is a show of Russia's independence in global affairs. Putin, who approaches the end of his term, wants to demonstrate that he wouldn't cave in to the U.S. pressure," said Alexander Pikayev, an expert on Iran with Russia's Institute for World Economy and International Relations.

Putin emphasized Monday that he would negotiate in Tehran on behalf of the five permanent U.N. Security Council members — United States, Russia, China, Britain and France — and Germany, a group that has led efforts to resolve the stalemate with Tehran.

He said the group "can and must be patient" in dealing with the Iranian leadership.

"If we have a chance to maintain such direct contact, we will do it expecting a positive and, I will stress, joint result," Putin said. "Because Russia has worked and intends to continue to work with partners in Europe and the United States to achieve a common goal."

In Washington, State Department spokesman Tom Casey said the U.S. government expected Putin to "convey the concerns shared by all of us about the failure of Iran to comply with the international community's requirements concerning its nuclear program."

Putin's schedule called for meetings with hard-line Iranian President Mahmoud Ahmadinejad and the country's supreme leader, Ali Khamenei. He also was to participate in a meeting Tuesday of the leaders of nations bordering the Caspian Sea, which are arguing over division of its oil.

While the Kremlin has shielded Tehran from a U.S. push for a third round of U.N. sanctions, Iran has voiced annoyance about Moscow's foot-dragging in building a nuclear power plant in the southern port of Bushehr under a $1 billion contract.

Russia warned early this year that the plant wouldn't be launched this fall as planned because Iran was slow in making payments. Iranian officials have angrily denied any payment arrears and accused the Kremlin of caving in to Western pressure.

Moscow also has ignored Iranian demands to ship fuel for the plant, saying it would be delivered only six months before the Bushehr plant goes on line. The launch date has been delayed indefinitely amid the payment dispute.

Any sign by Putin that Russia could quickly complete the power plant would embolden Iran and further cloud Russia's relations with the West.

But Putin's trip would be important for Iran even if it yielded no agreements. "It's a break in international isolation, a chance to show that Iran is an important country," Pikayev, the analyst, told the AP.

Iranian media also emphasized the importance of Putin's trip. "Iran can use the visit to lobby for getting our nuclear dossier out of the U.N. Security Council and Russia can strengthen its opposition to the U.S. through boosting ties with Tehran," the hard-line newspaper Resalat said in an editorial.

The brainwashing of Americans is again under way, and at their expense. This TOPOFF 4 Exercise is a government Psy-op operation for not instruction, but indoctrination, through "Terror":

By running this "drill" America's new Homeland Security government is requiring the repeating of their national catechism of propaganda with force to brainwash Americans minds in two of the most anti-Bush metropolitan areas of the country:

This is what is being "drilled" into state and local governments and the minds of "free Americans" particularly in these two cities this week. But the only ones threatening American's way of life and sober judgment are the ones behind this excercise who want Americans to carry REAL ID cards, be frisked at airports, ask permission to fly in advance (see article), have their passports "chipped", and support pre-emptive wars per the neoconservative agenda and sacrifice their sons and daughters on the alter of "making the world safe for democracy" while hiding their real motivation of global Democratic Jihad for a new world order and turning America from freedom to fascism.

Terror exercise is all set to blast Portland on Tuesday

The bomb's in place. The terrorists are ready. The city waits.

As of 9 a.m. Tuesday, a lethal cloak of radiation will cover much of downtown Portland.

It's all make-believe, of course. But this week the city will be ground zero for the largest counterterrorism exercise in U.S. history.

Homeland Security Secretary Michael Chertoff will be in town to personally oversee the exercise, with the help of Gov. Ted Kulongoski and Mayor Tom Potter. In all, more than 15,000 people from 275 organizations will be involved. Every emergency agency in the Portland area, along with 14 hospitals and David Douglas High School, will play parts in an event dubbed "Topoff 4."

Six years after 9/11, with the nation fighting wars on two foreign fronts, skeptics say such exercises only inflame the public. But federal, state and local officials say they need the complex drills to test their ability to work together during large-scale catastrophes. The history of Topoff shows those tests don't usually go well.

"We know that the world will be watching," said Chip Terhune, Kulongoski's chief of staff.

What the world will see is simulated dirty bombs going off in Portland, Phoenix, Ariz., and the U.S. territory of Guam, as federal officials test their ability to react to simultaneous terrorist attacks designed to stretch emergency resources.

Portland's fake bomb is staged to detonate on the Steel Bridge. But a grassy patch covered with banged-up cars, debris and a mock-up of the bridge near Portland International Raceway will stand in for downtown. The U.S. Bureau of Alcohol, Tobacco and Firearms and Explosives will discharge an explosive at the site -- mostly for TV cameras.

Firefighters and police arriving at the site Tuesday will encounter lingering smoke and chaos, with as many as 350 actors in makeup playing injured and contaminated victims and, possibly, terrorists. As real journalists from around the world watch from a distance, fake reporters with the "Virtual News Network" will swarm the scene.

And the role-playing won't stop there. Chertoff, Kulongoski, Potter and Multnomah County Chairman Ted Wheeler also will behave as if the blast is the real thing.

Only the basic scenario is spelled out ahead of time, as other cities that have scrambled to keep up during past exercises have learned. State and city officials say they expect to be thrown a lot of curveballs.

"When you have an opportunity to test how far your entire system can be stressed," said Carmen Merlo, director of Portland's Office of Emergency Management, "you take it."

First drill in 2000

In 1998, alarmed by a deadly sarin gas attack on the Tokyo subway, Congress called for a national test of terrorism-preparedness every two years. Topoff, short for "top officials," was the program born of that mandate. It costs about $25 million a year.

The first drill in 2000, involving a covert attack using the pneumonic plague microbe on the Denver Performing Arts Center, exposed a long and embarrassing list of vulnerabilities.

The city's "Ten Days in May" effort was shut down after only 4 1/2 days, as the faux plague spread out of control. The national emergency-management system collapsed before state and city health officials even devised a plan to distribute antibiotics.

Greg Moser, a University of Denver professor of homeland security and former counterterrorism specialist for the Colorado Office of Emergency management, said nearly everyone walked away frustrated and a bit shaken.

Three years later, Seattle officials went into "Topoff 2" fully expecting things to break down. "We figured that was the only way to really prepare and learn," said Seattle police Capt. Mike Meehan, the drill's incident commander.

The exercise started to go haywire almost immediately. Everyone knew the scenario ahead of time: a dirty bomb in the heart of the city. Still, the first police and firefighters arrived without gas masks and radiation gear, forcing them to pull back.

Then a scripted FBI warning about a sniper and a possible second bomb left first responders confused, slowing their ability to get blast victims into ambulances. Because of conflicting data from different agencies about the contamination zone, Mayor Greg Nickels took an hour to order thousands to "shelter in place." Meanwhile, video conferencing equipment broke down, and officials realized they had no common emergency channel to relay urgent messages.

"There were literally hundreds of lessons learned," Meehan said. Many of the flaws were subsequently fixed. The city's hazardous-materials and SWAT teams, for example, came up with a strategy to deal with the threat of snipers at an emergency scene. But when it comes to communications and crowd control, he said, "there will always be problems."

Even as "Topoff 4" gears up, details from the most recent exercise, a 2005 simulation in Connecticut and New Jersey, have yet to be released. Last week, Homeland Security officials held a closed-door briefing with members of Congress who had demanded to see "sensitive information" presumed to be holding up release of the after-action report.

Oregon wanted exercise

Oregon was among 14 states to apply for the opportunity to host this year's exercise. In a 2004 letter to federal officials, Kulongoski said Portland has something other large cities with seaports and international airports lacked: "11 bridges that cross two rivers and support two interstate highways."

Portland's bridges add a new wrinkle to the challenge, said Bill McNally, national drill director for Homeland Security.

The state's application shows Oregon wanted the exercise, in part, as a way to acquire scarce resources. Large-scale drills are essential to preparedness, but largely unaffordable for state and local agencies. Merlo, Portland's emergency management director, said a $2 million federal grant will cover the city's costs.

Kulongoski has said the exercise is not only about terrorism, but about preparing for an earthquake or other disaster at every level of government.

Protesters may be at drill

Not everyone thinks it's just a drill. Conspiracy theorists have for months filled Internet forums and the ears of officials with their belief that President Bush will use the exercise as a front to declare martial law, then declare an eventual attack on Iran. Police expect real protesters to target the week's events.

Some, like 70-year-old Arlene Miller of Portland, worry the Bush administration has ordered the exercise to "go live," detonating a real dirty bomb and blaming it on terrorists. "I'm scared to death," said Miller, a retired Bonneville Power Administration employee.

When alarmists call the Oregon National Guard headquarters in Salem, officials are quick to tell them fewer than 40 soldiers will participate in the drill. In fact, the public won't notice most elements of the exercise at all, planners say.

Portland officials say they have received about 20 calls in the past month. "We try to make it clear that it's not a real radiological bomb," Merlo said. From there, callers are sent to 2-1-1, the city's Topoff information line.

When the "live action" portion concludes Wednesday night, the exercise will move to boardrooms and paper through Friday, concentrating on questions bound to emerge in the aftermath of a real dirty bomb.

How do you convince Portlanders it's OK to go back outside? What if cargo ships refuse to dock in an irradiated city? Would tourists choose to go somewhere else? Would property values collapse, prompting an exodus?

"In reality," Merlo said, "I think that's the part that's going to be the most interesting piece: How do we put the state back together?"

Taking place October 15-24, 2007, the TOPOFF 4 Full-Scale Exercise (T4 FSE) will feature thousands of Federal, State, territorial, and local officials. These officials will engage in various activities as part of a robust, full-scale simulated response to a multi-faceted threat. The exercise will address policy and strategic issues that mobilize prevention and response systems, require participants to make difficult decisions, carry out essential functions, and challenge their ability to maintain a common operating picture during an incident of national significance. As in a real-world response, agencies and organizations will deploy staff into the field and will face realistic incident-specific challenges, including the allocation of limited response resources and exercise actions needed to effectively manage conditions as they emerge. Planning and preparation for the exercise will also help strengthen working relationships between departments and agencies that are critical to successful prevention and response in real emergencies.

Extensive National Participation

The T4 FSE will involve more than 15,000 participants representing Federal, State, territorial, and local entities. For the first time, a U.S. Territory, Guam, will participate in the TOPOFF series, providing an opportunity to practice coordinated prevention and response activities between the continental U.S. and a U.S. territory. At the Federal level, exercise play will be marked by the coordinated participation of multiple agencies and departments. For example, in addition to response, DHS will be exercising prevention through its Terrorism Prevention Exercise Program (TPEP). In the weeks leading up to the full-scale exercise, law enforcement and intelligence community players will work the information gathering, intelligence analysis, and information sharing capabilities that help to thwart terrorist activities. In addition, the U.S. Department of Health and Human Services (HHS) will mobilize around emerging public health issues related to a radiological emergency, and the U.S. Department of Defense (DoD) will run concurrent exercises to address global terror threats.

Exercise Scenario

The T4 FSE is based on National Planning Scenario 11 (NPS-11). The scenario begins as terrorists, who have been planning attacks in Oregon, Arizona, and the U.S. Territory of Guam, successfully bring radioactive material into the United States. The first of three coordinated attacks occurs in Guam, with the simulated detonation of a Radiological Dispersal Device (RDD), or “dirty bomb,” causing casualties and wide-spread contamination in a populous area near a power plant. Similar attacks occur in the hours that follow in Portland and Phoenix. An RDD is not the same as a nuclear attack. It is a conventional explosive that, upon detonation, releases radioactive material into the surrounding area. Although it does not cause the type of catastrophic damage associated with a nuclear detonation, there are severe rescue, health, and long-term decontamination concerns associated with an RDD. Real weapons will not be used in the scenario, but the response will be mounted as if they had been.
